The coinage is often credited to architect James Wines, and it stuck because
it named a real failure mode of mid-century modernism: abstract sculpture
deposited in front of office towers to satisfy a requirement, indifferent to
the street around it.

The insult did useful work. The premium today's programs place on
site-specificity, community engagement, and artists visiting the site before
proposing is largely the field metabolizing the plop-art critique. The
enduring lesson: the cure for plop art was never better sculpture. It was
better process.
